OpenAI made over 200 law enforcement referrals in Q3 2026 and will now end chats that show fixation on violence, with its first Community Safety Report due in early 2027

OpenAI announced a Community Safety Report on violence prevention plus new restrictions around firearms content for minors, including reconstructions of past mass attacks, and it will publish the first report in early 2027 covering the second half of 2026 with updates every six months. The announcement states the company made over 200 law enforcement referrals in Q3 2026, and that ChatGPT can now automatically end a chat when a conversation shows fixation on violence, with repeated endings potentially pausing an account, while applying stricter limits where the model predicts someone is under 18 even without signs of violent intent. These are the vendor's own disclosed figures and self-described safeguards, with no independent audit of the referrals or the effectiveness of the new interventions.

Two sparse-autoencoder analyses have resisted scaling: matching semantically similar features across layers, and compressing large feature circuits into interpretable supernodes. This paper argues both are the same underlying problem, estimating semantic distances between SAE features that sit on different activation manifolds. Its representation treats each feature not as a single decoder vector but as an activation-weighted distribution over the hidden states expressing it, projects those distributions into a shared reference space, and compares them with Wasserstein distance. The representation is proved invariant to activation rescaling and stable under perturbation, and recovers true matches under finite-sample margin conditions. Empirically it outperformed decoder-vector and LLM-based baselines and captured subtle functional distinctions between related features, and it compressed large feature circuits into interpretable supernodes automatically. The limitation is that this is interpretability tooling: the paper demonstrates better feature matching and circuit compression, not that downstream interpretability claims become more accurate.
