OpenAI's updated Usage Policies will require approval for AI gateways and model routers, effective November 20

AspireAI community · OpenAI
OpenAI has published updated Usage Policies that require services providing direct access to its models - it explicitly names model routers and AI gateways - to get OpenAI review and approval before offering that access. The updated policies take effect November 20, 2026. OpenAI's partner and reseller policies also require hosts of OpenAI models to maintain safeguards consistent with OpenAI's own, investigate potential violations and coordinate on enforcement so restrictions hold across services, whether users access models directly, through a partner, or through a reseller. OpenAI says the work on Private Safety Processing is one example of developing effective safeguards while giving customers more choice over sensitive data. OpenAI is also working with customers to introduce SafetyIDs, a per-end-user identifier a customer can supply during a misuse investigation without OpenAI learning that end user's identity. Practical impact: any stack that fronts OpenAI models through its own router or gateway, or resells that access, is in scope. What is not claimed: OpenAI has not published pricing, enforcement thresholds or an approval process timeline beyond the November 20 effective date.

THE BIG PICTURE
A FRESH PERSPECTIVE
Research
One distance function matched sparse-autoencoder features across layers and compressed feature circuits into supernodes
Two sparse-autoencoder analyses have resisted scaling: matching semantically similar features across layers, and compressing large feature circuits into interpretable supernodes. This paper argues both are the same underlying problem, estimating semantic distances between SAE features that sit on different activation manifolds. Its representation treats each feature not as a single decoder vector but as an activation-weighted distribution over the hidden states expressing it, projects those distributions into a shared reference space, and compares them with Wasserstein distance. The representation is proved invariant to activation rescaling and stable under perturbation, and recovers true matches under finite-sample margin conditions. Empirically it outperformed decoder-vector and LLM-based baselines and captured subtle functional distinctions between related features, and it compressed large feature circuits into interpretable supernodes automatically. The limitation is that this is interpretability tooling: the paper demonstrates better feature matching and circuit compression, not that downstream interpretability claims become more accurate.
