Reuters: CCTV-affiliated account says DeepSeek and MiniMax won state approval for global model use

AspireAI · Reuters
The approval everyone needs to build on DeepSeek or MiniMax may have quietly arrived, and the only source so far is a Chinese state-media social account. Reuters reported from Beijing this morning that an account affiliated with broadcaster CCTV, named Yuyuan Tantian, posted that DeepSeek and MiniMax have won state approval for global use of their AI models. Two things to hold onto. First, the claim comes from a social media post, not a regulator notice. Second, Reuters says neither company responded to requests for comment. The timing is the interesting part. A week earlier, on October 16, China proposed export controls covering 23 AI technologies, including models, agents and computing clusters. The commerce ministry said most would stay exportable. So the picture forming is: a gate on where Chinese models can be deployed, with two open-weight labs reportedly cleared for now.

One distance function matched sparse-autoencoder features across layers and compressed feature circuits into supernodes
Two sparse-autoencoder analyses have resisted scaling: matching semantically similar features across layers, and compressing large feature circuits into interpretable supernodes. This paper argues both are the same underlying problem, estimating semantic distances between SAE features that sit on different activation manifolds. Its representation treats each feature not as a single decoder vector but as an activation-weighted distribution over the hidden states expressing it, projects those distributions into a shared reference space, and compares them with Wasserstein distance. The representation is proved invariant to activation rescaling and stable under perturbation, and recovers true matches under finite-sample margin conditions. Empirically it outperformed decoder-vector and LLM-based baselines and captured subtle functional distinctions between related features, and it compressed large feature circuits into interpretable supernodes automatically. The limitation is that this is interpretability tooling: the paper demonstrates better feature matching and circuit compression, not that downstream interpretability claims become more accurate.
